Based on various initiatives, ICLEI South America offers this complementary portfolio of services, which aims to support local governments in implementing and improving food security policies. Food compliance presupposes governance conditions, the development of a diagnosis, the planning and monitoring of a municipal food security plan, the creation of municipal regulations that consolidate the guidelines and objectives of this plan, the qualification of the network of actors, and the implementation of strategies to provide technical support to municipal management.

The consolidation of sustainable, fair, circular, and resilient food systems is an objective to be pursued by different political, social, and economic actors, both nationally and internationally. The impacts of the current model have caused social and environmental damage throughout its cycles, including food production, distribution, access, and consumption. 131 million people in Latin America and the Caribbean lack access to a healthy diet. In Brazil, the scenario is also alarming: in 2022, only 4 out of 10 households managed to maintain full access to food – that is, they were in a state of food security.

The role of local governments is crucial for consolidating a responsive Brazilian system that achieves the transition to sustainable systems. Beyond access to food, it is necessary to discuss the role of this system as an important mechanism for creating nature-based alternatives, combating the climate crisis, and building a circular economy that can promote human rights and preserve natural resources. ICLEI seeks to provide technical support to its members to advance along this path.
