As a democratic association of local and sub-national governments, ICLEI's governing bodies receive their three-year term of office from the network's members. We encourage all members to participate in the formation of this organisation, because our network is stronger when everyone is involved.
ICLEI is led by its members. They shape.
The Global Executive Committee (GexCom) represents ICLEI to international institutions and has the authority to make strategic decisions about our operations and to decide whether we should expand our work into new regions. It also has a set of elected leaders, which includes the Presidency and Vice-Presidency of ICLEI.
The Regional Executive Committees (RexComs) approve new initiatives and programmes in their regions of operation. The RexComs elect the GexCom, which includes one person from each RexCom and thematic experts.
The ICLEI Council represents all RexComs and is the supreme decision-making and guidance body, able to amend the ICLEI Charter and mandated to approve the strategic plan.
The ICLEI South America Board of Directors is the legally responsible body for overseeing the operation of ICLEI's office on the continent, while its Advisory Board aims to support the organisation's strategic development and planning.

ICLEI has established itself in South America through the legal entity ICLEI Brazil. The ICLEI South America Council is the body legally responsible for overseeing the operation of the ICLEI office in South America.
Created during the 2024 ICLEI World Congress, held in the city of São Paulo, the Youth Advisory Council is a project for the exchange of experiences, bringing youth closer together, and boosting ideas and solutions from this group.
