Project description:

The Climate Diplomacy and Local Governance in the Amazon project seeks to strengthen the capacity of Amazonian local governments to act on the international climate agenda, expanding their participation in cooperation, negotiation, and climate governance processes. The initiative stems from the recognition that the Amazon is also an urban territory and that its cities play a strategic role in addressing the climate crisis and promoting sustainable development.

Over approximately 19 months, activities will be developed including capacity building, mentoring, international exchanges, support for climate planning, knowledge production, and strategic communication initiatives. The project will also promote collaboration between Amazonian municipalities, civil society, indigenous peoples, national institutions, and international partners, strengthening the integration of Amazonian cities into global debates on climate, biodiversity, and sustainable development.

As a result, it is expected to strengthen local climate governance, expand access for Amazonian cities to international cooperation networks, and consolidate a narrative that highlights the importance of urban Amazonia in global agendas on climate, biodiversity, climate finance, and sustainable development.

Components:

• Production of targeted analytical materials;
• Mentorship Program in Climate Diplomacy;
• Development of Local Climate Action Plans and repository of challenges and projects from Amazonian cities;
• Organizing exchanges, dialogues, and participation in international events;
• Public diplomacy and communication campaigns;
• Seminars, webinars, regional workshops and networking activities.

April 2026 to December 2027.

The project is implemented by GOPA Worldwide Consultants and ICLEI South America, bringing together technical expertise in climate governance, institutional strengthening, and international cooperation. The initiative combines GOPA's expertise in implementing programs funded by the European Union with ICLEI's role as a global network of local governments committed to sustainable urban development.

Territory(ies) where it will be implemented:
The project will be implemented in municipalities located predominantly within the Amazon Biome, selected through a public call for proposals.
