The Canoas Local Climate Action Plan (PLAC) Report is a strategic document that brings together the main information, analyses, and actions necessary to address the challenges posed by climate change in the municipality. The PLAC was developed through a technical and participatory process, and outlines guidelines for mitigating greenhouse gas emissions and adapting to local climate vulnerabilities.
The construction of the PLAC Canoas project involved three phases. Initially, a strategy was created to mobilize institutions from different social sectors to monitor the project. Following this, environmental diagnoses were evaluated, including the Climate Risk and Vulnerability Analysis and the Ecosystem Services Diagnosis. These diagnoses, together with the Greenhouse Gas (GHG) emissions inventory, provided relevant information that guided the PLAC's actions. Based on these diagnoses, the PLAC offers actions to achieve the goals and objectives of three strategic axes: Carbon Neutrality and Sustainable Planning, Ecosystem Protection and Resilience, and Social Inclusion, Climate Justice and Circular Development.
