O The Transformative Actions Program (TAP) is an ICLEI initiative designed to promote and support transformative projects led by local governments, focusing on ambitious and sustainable climate action.

TAP Brasil, implemented by ICLEI South America in partnership with the ICLEI World Secretariat, was designed to support the development and financing of climate action projects by better connecting these projects with the Brazilian climate finance ecosystem. Its objective is... to facilitate access to climate finance for Brazilian subnational governments and to technical assistance, connecting them to national funders, such as development finance institutions, and international funders, such as multilateral banks, climate funds and private investors.

Why apply?

The platform provides visibility and easy access to national and international investors for projects that demonstrate high ambition and viability, through the granting of... TAP Seal. Furthermore, ICLEI will offer technical assistance to all projects registered on the platform.

The call is open to all Brazilian subnational governments (states and municipalities). However, members of the ICLEI network will have access to an online training program to complement the technical assistance offered.

TAP Brazil is supported by the Brazilian Development Association (ABDE), the World Fund for Cities Development (WFD), the Cities Climate Finance Leadership Alliance (CCFLA), and CDP, organizations that comprise the TAP External Evaluation Committee. In addition, TAP receives institutional support from the Development Bank of Latin America (CAF).

In its 10 years of existence, the TAP platform has received and supported 454 projects, and included 95 in its portfolio. pipeline, This represents $1.8 billion. Of the total projects approved by the platform, 41% have already received funding. An emblematic case is the Palmas Recicla project, approved by TAP and implemented in the municipality, contributing to energy savings and reducing greenhouse gas emissions into the atmosphere.

After the application, the ICLEI team may contact you to request more information, if necessary, and support the project through technical assistance, contributing suggestions to make it more robust, ambitious, and prepared to be presented to funders.

Evaluation process

Projects submitted to and supported by ICLEI will be evaluated by the ICLEI World Secretariat and, in a second stage, by the ICLEI South America team, which will bring a perspective more focused on the specific issues of the region. Finally, the project is submitted for consideration by an External Evaluation Committee, which will complete the evaluation by establishing the project's final score, which will determine whether or not the TAP Seal is granted.
