On the morning of this Friday (March 14th), the “Capacity Building Workshop for Risk Management, Climate Adaptation and Urban Resilience” took place in Porto Alegre as part of the construction phase of the Climate Risk and Vulnerability Analysis (CRVA), which is part of the Climate Compliance project of the state of Rio Grande do Sul. The activity, carried out by ICLEI and UN-UNDRR, has as its main objective to present the Scorecard tool of the Building Resilient Cities 2030 Initiative (BRC2030).

The MCR2030 supports municipalities in assessing their resilience and accelerating the development of local Disaster Risk Reduction and risk-informed urban development strategies. To achieve these objectives, the Initiative provides a set of tools, including the “Scorecard” (a self-assessment tool for city resilience). It diagnoses risk management and resilience capacities, identifying priority areas for strengthening; repeated use allows for monitoring and analysis of progress in implementing the Sendai Framework.

During the workshop, Keila Ferreira, Technical Coordinator of ICLEI Brazil, explained how the Scorecard tool can contribute to the ARVC (Analysis, Risk, and Climate) stage because it adds relevant information to the results, allowing for the creation of a strategic profile for decision-making aimed at sustainable urban development through evidence-based planning and response to climate risks.

Clément da Cruz, Urban Resilience, Climate Action and Inclusion Officer at UN-UNDRR, presented on the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030 in alignment with the 2030 Agenda and the Sustainable Development Goals (SDGs). Following this, an overview of the challenges and opportunities related to the application of the Scorecard tool was presented, using examples of indicators and a step-by-step guide to completing the tool. Furthermore, the use of the Scorecard in the city of Porto Alegre was presented to better understand its application at the municipal level, led by Cássio Trogildo, Director of Resilience for Porto Alegre and Municipal Secretary of Local Governance and Political Coordination.

The activity was carried out for the agencies and secretariats that are part of the Executive Group of the Rio Grande do Sul Climate Compliance project, appointed by the State. Daniela Mueller de Lara, Coordinator of the Climate Advisory Office of the Rio Grande do Sul Secretariat for the Environment and Infrastructure (SEMA), was also present and provided opening and closing remarks at the event.
