The city of Recife will host a series of debates related to global sustainability agendas and addressing the climate crisis. Between March 16 and 18, the ICLEI South America, the Government of the State of Pernambuco and the Recife City Hall They are holding the “1st National Meeting of ICLEI Brazil – Circular Development: Implementation and Challenges”. The event, which will take place in Pernambuco Handicraft Center (Av. Alfredo Lisboa, s/nº), will bring together subnational governments, experts, academia, the private sector and civil society, and will have as its central theme circular development and experiences in the sustainable management of solid waste.

The ICLEI Brazil National Meeting joins other important events that will take place simultaneously: the 1st International Solid Waste Conference of Recife and Pernambuco (CIRSOL); the 24th National Meeting of the Forum of Secretaries of the Environment of Brazilian Capitals (CB27); and the Meeting of the ICLEI Regional Executive Council for South America (RexCom).

The ICLEI Brazil National Meeting is an event organized by ICLEI South America and the Government of the State of Pernambuco, through... State Secretariat for the Environment and Sustainability, and the Recife City Hall, with co-organization by Konrad Adenauer Foundation (KAS), of CB27 and from Cirsol. 

It also has sponsorship from MRV, a partner company of ICLEI in 2022, according to Notice 01/2022, as well as Municipality of Brejo da Madre de Deus and the company New Look Sustainability, which will calculate the Greenhouse Gas emissions of the 1st National Meeting of ICLEI Brazil, offset them through the planting of native Atlantic Forest species, monitor the development of the seedlings, and issue a CO2 Free Event Certification.

The meeting also has the institutional support of Global Covenant of Mayors for Climate and Energy, Making Cities Resilient 2030 (MCR2030), National Association of Municipal Environmental Agencies (Anamma), Race to Zero e Race to Resilience.

– 1st National Meeting of ICLEI Brazil: The opening will take place on March 16th and aims to promote reflection and dialogue on the implementation of measures towards the 5 strategic paths of ICLEI: low-carbon development; nature-based development; circular development; resilient development; and equitable and people-centered development. Marked as the year of ambition, 2021 saw the launch of several international and national commitments such as Race To Zero, the Alliance for Climate Action (ACA Brazil), the Edinburgh Declaration, and the Glasgow Climate Pact, proposed during COP26. In 2022, local and regional governments are called upon to put these commitments into practice. The opening of the 1st National Meeting of ICLEI Brazil will include the participation of representatives from local and regional governments that have committed to these international commitments and seek to advance on the path of fair and people-centered development.

– Meeting of the ICLEI Regional Executive Council for South America (RexCom): ICLEI has a democratic governance structure that promotes the participation of its members in decision-making processes and in the design of the organization's strategies. The Regional Executive Committee (RexCom) represents ICLEI South America members in the organization's regional and global bodies and with external partners. Its representatives serve as spokespeople for the members of the region to express their considerations in decision-making processes regarding the paths and strategies to be adopted. In this sense, the RexCom representatives meet annually to deliberate on the strategies for the Network's insertion in South America. In 2022, the meeting will take place on March 15th. The RexCom, in its 2021-2024 term, is composed of the following members:

• Geraldo Júlio, Secretary of Economic Development of the State of Pernambuco (Brazil), President of the Regional Executive Committee and Special Envoy of ICLEI for Latin America;
• João Henrique Campos, Mayor of Recife (Brazil);
• Ary José Vanazzi, Mayor of São Leopoldo (Brazil);
• Juan David Palacio Cardona, Director of the Metropolitan Area of the Aburrá Valley (Colombia);
• Raúl Emilio Jatón, Mayor of Santa Fe (Argentina).

– XXIV National Meeting of the Forum of Secretaries of the Environment of Brazilian Capitals (CB27): This forum brings together the Secretaries of the departments responsible for the environment in the municipalities of the 26 Brazilian state capitals and the government of the Federal District. Its objective is to strengthen the coordinated action of the Environment Secretariats, promote the exchange of experiences in urban sustainability, and advance cutting-edge environmental agendas. This intermunicipal dialogue is established through National and Regional Meetings, held periodically and hosted by the capitals. The “XXIV National Meeting of the CB27 Forum – Circular Development: Implementation and Challenges” will be hosted by Recife, between March 16th and 18th, and will address the solid waste agenda in Brazilian capitals as its central theme. In this sense, the Meeting foresees the holding of panels presenting best practices, technical visits, and networking sessions to promote reflection on how to more effectively and efficiently include the solid waste agenda in the formulation and implementation of municipal public policies, thus guaranteeing positive impact results. Furthermore, during the Meeting, the members of the CB27 Forum will elect the new members of the CB27 governance for 2022, comprised of the National Coordination and Regional Coordinations.

– 1st International Conference on Solid Waste (CIRSOL): The conference will take place between March 16th and 18th and will bring together civil society, the academic and scientific community, and public managers. CIRSOL's main objectives are: to stimulate dialogue between the public and private sectors, academia, civil society, and international organizations; to raise awareness regarding waste generation and management and their impacts on climate change; to create mechanisms and concrete actions for the fulfillment of the Brazilian National Solid Waste Policy, the NDC, the 2030 Agenda, and the goals of the Paris Agreement; and to develop a governance model capable of encompassing integrated solid waste management strategies in a multi-sectoral manner. During the Conference, debates and interviews, knowledge-sharing sessions, workshops, technical visits, and environmental education activities are planned. The Meeting aims to deliver a declaration that will be presented to national governments and international organizations in the context of meetings organized by city networks and the United Nations, outlining the main challenges facing Brazilian cities, their key commitments, and perspectives for action towards sustainability.
