LUPPA's position on COP30

Strengthening sustainable, resilient and inclusive food systems through agroecology, socio-biodiversity, climate finance and the integration of food policies and local climate action.

The LUPPA Position Statement for COP 30 is a document collectively constructed by more than 50 Brazilian cities that are part of the Urban Laboratory for Public Food Policies (LUPPA). Presented at the United Nations Climate Change Conference (COP30) in Belém (PA), the text brings together policy recommendations that advocate for the centrality of food systems in climate action strategies.

In its fourth edition (2025), LUPPA brings together 54 municipalities from all regions of Brazil, representing more than 15.6 million inhabitants. The program has the technical support of six mentor cities: Belo Horizonte, Curitiba, Osasco, Recife, São Paulo, and Barcarena.

The recommendations presented in this position paper are addressed to the national and international community gathered at COP 30 of the United Nations Climate Change Conference, with the aim of contributing to strengthening the integration between food systems, climate adaptation, food sovereignty, and a just transition.
