The preparation of this inventory represents a decisive step, providing the technical and scientific basis to guide state planning towards carbon-neutral and resilient development, in alignment with the ICLEI pathways, and with the country's Nationally Determined Contributions (NDCs) and the National Plan on Climate Change, prepared by the Ministry of Environment and Climate Change (MMA), which establishes strategic actions for mitigating greenhouse gas emissions and adapting to climate impacts in Brazil until 2035.

Prepared with technical support from ICLEI, the inventory consolidated a methodological basis for quantifying and analyzing the state's emissions between 2018 and 2023, using the Global Protocol for Community-Scale Greenhouse Gas Emissions Inventories (GPC) and incorporating data from the Greenhouse Gas Emissions and Removals System (SEEG) for the Agriculture, Forestry and Other Land Uses (AFOLU) sector.
