The publication “Federal Pact: Municipalities for the 2030 Agenda – Guidelines for improving Brazilian federalism” is organized into four thematic areas: Interfederative Cooperation and Territorial Development; Decentralization of Power and Municipal Autonomy; Institutional Strengthening; and Public Budget Management.

The results presented in the publication, which also has Executive Summary, These findings are the result of a process of listening and debate among experts from academia, the public sector, and civil society. The consultation allowed for a representative view of the different regional, national, and international realities, as well as a balance of voices between male and female experts.

The initiative is from the Institute for Democracy and Sustainability (IDS), ICLEI South America, the USP Center for Synthesis of Global Cities of the Institute for Advanced Studies (IEA USP), the Ethos Institute, and the Sustainable Cities Program. The objective is to improve Brazilian federalism, recognizing the role of municipalities as fundamental agents for the implementation of public policies aligned especially with the SDGs.
