ICLEI – Local Governments for Sustainability launches its new Success Story, highlighting Pindamonhangaba's progress in tackling the climate crisis. The municipality, associated with ICLEI since 2022, took a step forward with the launch of its first Greenhouse Gas (GHG) Emissions Inventory, which provides the basis for structuring the city's future climate goals.
This inventory was conducted with the technical support of ICLEI and included detailed diagnoses based on data available from the SEEG Municípios platform and information provided by the municipality. The inventory constitutes one of the diagnoses carried out for the municipality for the elaboration of the Local Climate Action Plan (PLAC). The Climate Risk and Vulnerability Analysis and the Ecosystem Services Diagnosis were also developed. Together, the diagnoses and the PLAC constitute the municipality's Climate Compliance. The PLAC development process involved the participation of 12 municipal secretariats, 14 civil society institutions, academia, and the private sector, ensuring a participatory approach aligned with local needs.
Although the Local Climate Action Plan (PLAC) is still under development, the inventory information will serve as a basis for the city's mitigation and adaptation strategies. Pindamonhangaba identified that the Energy and Agriculture sectors are responsible for 55% and 28% of gross emissions, respectively. To reduce this impact, the PLAC will include partnerships for monitoring industrial emissions and strengthening the Nature Conservation Program, which aims to preserve the environment on rural properties.
In terms of climate adaptation, the city faces challenges related to flooding and landslides due to its geography and high rainfall. The PLAC (Plan for Climate Adaptation) proposes measures such as expanding urban drainage infrastructure, updating building codes for stormwater management, and implementing warning and alarm systems for public safety.
With the launch of the 1st GHG Emissions Inventory and the development of PLAC, Pindamonhangaba strengthens its commitment to climate action, aligning itself with the commitments of the Paris Agreement and positioning itself as an example of strategic planning for climate resilience.
