The 10th Ordinary Meeting of the Gaúcho Climate Change Forum (FGMC) took place on Thursday (20/03) in the Corsan auditorium, in the Historic Centre of Porto Alegre. The event brought together experts, government representatives, non-governmental organisations and civil society to promote discussion and the proposal of governmental actions to address climate change, including mitigation and adaptation to global climate change. ICLEI, represented by Senior Fellow of Sustainable Urban Development, Maria Caldas, gave a presentation on the Climate Compliance process for the State of Rio Grande do Sul, which has been underway since last year under her coordination.
Climate Conformity represents the set of diagnostics and proposals aimed at understanding the specific demands and aspects of the State in relation to the climate issue, supporting the definition of management models and the Action Plan for tackling the climate crisis. The presentation highlighted the role of climate governance and the importance of social participation in the climate conformity process of the state of Rio Grande do Sul, as collective construction leads to a much more assertive outcome aligned with local reality. “The strategy is one of collective construction. It is not possible to create a Climate Action Plan without the involvement of actors from the public sector, private sector, academia, civil society, and the press. The methodology is based on local information, and the quality of the results depends on the level of involvement of these various sectors,” highlighted Maria Caldas during the event.
Furthermore, an update and explanation were provided on the included diagnostics, such as the Greenhouse Gas Emissions Inventory (IEGEE), the Value Chain Analysis, and the Climate Risk and Vulnerability Analysis. Eduardo Baltar, Founder and CEO of Ecofinance Negócios, an ICLEI partner in this project, also contributed to the presentation, detailing the process of developing the greenhouse gas emissions analyses and the decarbonisation roadmaps for the selected value chains. This product aims to provide a detailed view of the emissions profile of strategic value chains for the State and define specific decarbonisation measures, deepening the IEGEE results.
The State Secretary of Environment and Infrastructure of Rio Grande do Sul (Sema), Marjorie Kauffmann, was responsible for leading the event, and the Director of ICLEI Brazil, Rodrigo Corradi, was also present, as were representatives from the Center for Climate in Brazil (CBC) and Wise, other partners of ICLEI in this project.
