The mayors of the Brazilian delegation at COP21 met with the Minister of the Environment, Izabella Teixeira, to discuss points on Brazil's climate agenda and the integration between different levels of government. The debate, titled 'Brazil Dialogues', which took place on December 3rd, was part of the program of national events at the Climate Conference in Paris.

Brazilian cities demonstrated their power to act during the events in Paris and presented clear reasons for their responsibility in reversing the current situation of the global climate crisis. Currently, half of the world's population lives in cities, which are responsible for almost half of the world's GHG emissions, showing the possibility of ambitious actions at the local level.

Minister Izabella Teixeira defended the need for integration with states and municipalities, stating that several measures already stipulated depend on engagement with local governments and that COP21 is an opportunity to reassess the roles played by federal, state, and municipal governments.

The Mayor of Belo Horizonte and President of the FNP (National Front of Mayors), present at the meeting, emphasized the importance of the involvement of local governments in the global climate discussion, stating that "even if governments at the global level do not reach the necessary agreements, there is much that can be done in cities regarding the problem of greenhouse gases.".

The delegation of local governments, organized by the National Front of Mayors and ICLEI – Local Governments for Sustainability, was composed of Mayors Marcio Lacerda, Belo Horizonte; Eduardo Paes, Rio de Janeiro; Carlos Amstha, Palmas; Antônio Luiz Carvalho, Itu; and the Vice-Mayor of São Paulo, Nádia Campeão.
