Project description:
In the state of Rio de Janeiro, 34 municipalities are working to increase their resilience and capacity to respond to extreme weather events. Local governments began, in March 2026, to develop their Local Climate Action Plans (PLACs) – a plan to be built in a participatory manner to define goals and concrete actions to address climate challenges.
The plans will be led by the Rio de Janeiro State Secretariat for the Environment and Sustainability (SEAS-RJ) in partnership with the United Nations Human Settlements Programme (UN-Habitat), with ICLEI acting as an implementing partner.
In addition to the 34 plans developed within this partnership, SEAS-RJ will support the implementation of the AdaptaCidades initiative, from the Ministry of Environment and Climate Change, which will enable the development of plans in another 22 municipalities in the North and Northwest Fluminense regions, totaling 56 cities covered by this instrument. The state will advance so that 64% of its 92 municipalities have their climate adaptation plans.
