TAP Brazil - Transformative Action Program

O Transformative Actions Program (TAP) Brazil TAP Brasil is the Brazilian version of ICLEI's global project acceleration platform, created to strengthen the capacity of Brazilian states and municipalities in structuring transformative climate projects with the potential to access national and international funding. Integrating an initiative that, in 2025, will celebrate ten years of connecting local governments to climate investment opportunities, TAP Brasil supports the transformation of ideas into robust, financially viable projects aligned with sustainable development agendas.

Implemented by ICLEI South America, sponsored by CAF – Development Bank of Latin America and the Caribbean and with institutional support from strategic partners, the program offers a journey of institutional strengthening based on technical assistance, training, specialized mentoring, proposal qualification, and closer ties between subnational governments and potential funders. The initiative seeks to expand the capacity of local governments to develop structuring projects capable of responding to the challenges of climate action, promoting greater access to financing mechanisms and green investments.

TAP Brasil addresses the challenges faced by local governments in developing fundable projects, including technical limitations in structuring proposals, difficulties in accessing climate finance sources, and the need for institutional strengthening to transform local priorities into high-impact projects. By qualifying projects from their conception to their presentation to potential funders, the program contributes to expanding the capacity of subnational entities to raise funds and implement actions aimed at mitigating climate change, adaptation, sustainable infrastructure, nature-based solutions, and resilient urban development.

For local governments associated with ICLEI - Local Governments for Sustainability, the program also offers an exclusive technical support track, consisting of individualized mentoring, a cycle of training sessions throughout the call for proposals, and detailed feedback on submitted proposals, enhancing the quality of projects and their funding opportunities.
Through strengthening technical capacities, improving project qualifications, and fostering closer relationships with national and international financial institutions, TAP Brasil contributes to accelerating the implementation of climate solutions in Brazilian territories and expanding local governments' access to the resources needed to promote a just, resilient, and low-carbon transition.

The objective of the proposed national pilot program in Brazil is To accelerate the implementation of the Sustainable Development Goals at the local and regional levels through access to innovative financial mechanisms., while promoting and strengthening collaboration between the public and private sectors, non-governmental organizations, civil society, and other stakeholders.

Through this effort, TAP seeks to act as a tool to facilitate the flow of resources from multiple funders to local governments, supporting the work that has been carried out through Brazil's Country Platform.

TAP Amazônia brings together transformative projects that drive climate action in the world's largest rainforest. It's an ICLEI platform connecting local Amazonian governments with funding opportunities, innovation, and international cooperation.

Created by ICLEI – Local Governments for Sustainability, TAP is a global platform that identifies, supports, and gives visibility to sustainable urban initiatives with high potential for climate, social, and economic impact, connecting them to development banks, multilateral funds, and technical partners.

In the Amazon, TAP is consolidating itself as an international showcase for projects that integrate mitigation, adaptation, and sustainable development agendas. The proposals encompass green and blue infrastructure, sanitation, clean energy, nature-based solutions (NBS), and a low-carbon bioeconomy, reflecting the commitment of Amazonian cities to innovation and climate resilience.

 

TAP Amazon Projects

Strengthening Capacities Project of the Amazon Cities Forum (FCA)

Strengthening Capacities is an initiative of the Amazon Cities Forum (FCA) implemented by ICLEI South America, with technical and financial support from the Inter-American Development Bank (IDB), within the framework of the Amazonía Siempre regional program. The project aims to strengthen the technical and institutional capacities of Amazonian local governments to develop climate adaptation and resilience projects capable of accessing national and international financing mechanisms.

The projects structured within the Strengthening Capacities framework form an essential part of the TAP Amazon portfolio, reflecting the commitment of Amazonian cities to climate action and sustainable development. By connecting local solutions to technical and financial partners, the initiative reinforces the role of the Amazon Cities Forum as a regional cooperation network and positions urban Amazonia as a protagonist in the climate transition towards COP30 and beyond.
