The Sustainable Public Procurement Project (CP+) supports Brazilian states in strengthening their capacities to incorporate socio-environmental criteria into government procurement, consolidating public procurement as strategic instruments for sustainable development, climate action, and the promotion of the circular economy.
Implemented by ICLEI South America in partnership with GIZ Brazil, within the scope of the regional project. EcoAdvance¹, The CP+ program promotes a journey of institutional strengthening based on technical capacity building, exchange between states, maturity diagnosis, development of strategic roadmaps, and the creation of practical tools to support the implementation of sustainable public procurement policies.
In line with the implementation of the new Bidding Law, Law No. 14.133/2021, from the perspective of life cycle cost and the best value of public procurement, the initiative responds to the challenges faced by state governments in integrating sustainability criteria into bidding processes, including technical and institutional limitations, the need to adapt to current regulatory frameworks, and the difficulty of transforming environmental guidelines and commitments into effective public procurement practices.
The project aligns with National Public Procurement Strategy for Sustainable Development (ENCP), an initiative of the Ministry of Management and Innovation in Public Services (MGI), is a federative coordination tool that guides government procurement based on the following axes. Economic, to strengthen national industry; Environmental, which incorporates sustainability, decarbonization, and circular economy criteria into procurement; Social, with progress in producing equity through the purchasing power of the State; and Management, dedicated to the professionalization and coordination of public agents from different levels of government for decision-making.
Through the exchange of experiences, the collaborative construction of solutions, and the provision of technical resources, we strengthen governmental capacities, expand the integration of environmental, social, and economic criteria in sustainable public procurement, and contribute to the construction of more sustainable production and consumption patterns in the territories.

¹ The regional project EcoAdvance: Sustainable Labeling and Public Procurement It is part of the International Climate Initiative (IKI) and is funded by the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUKN). It is implemented by GIZ, in consortium with UNEP and the Oeko-Institut, and focuses on promoting sustainable production and consumption patterns, with an emphasis on strengthening Type I environmental labeling and sustainable public procurement. In Brazil, it is carried out through a partnership between GIZ Brazil, the Ministry of Development, Industry and Foreign Trade (MDIC), and the Ministry of Management and Innovation in Public Services.
