The project 100% Renewable Energies (100%RE) It aimed to facilitate the energy transition towards renewable energy systems at the local level, strengthening the capacities of subnational governments to lead comprehensive, participatory energy planning processes aligned with the Nationally Determined Contributions (NDCs).
Based on the conceptual framework of the International Renewable Energy Agency (IRENA), the project was based on the premise that cities are in a strategic position to promote a situated, fair and participatory energy transition, due to their population concentration, energy consumption levels and capacity to coordinate with public and private actors.
Components
- Mobilizing actors and political commitment, through building a long-term energy vision towards 2050, mapping key actors and strengthening local governance structures.
- Data collection and energy diagnosis, including the development of baselines on energy consumption profiles at the local and national levels, renewable resource potential, current regulatory frameworks and ongoing projects.
- Strategic planning and development of roadmaps, built in a participatory manner, with measurable goals, indicators and concrete strategies to achieve a 100% renewable energy supply by 2050.
- Development of public policy recommendations, based on the analysis of the energy regulatory framework and the articulation between the different levels of the State, aimed at promoting energy efficiency, renewable generation and the strengthening of local climate action.
- Formulation of bankable projects, based on criteria of technical feasibility, economic profitability, and social impact, aimed at attracting investment. These projects were presented at a Business Round held in May 2024, with the participation of more than 60 stakeholders in the energy ecosystem.

It was implemented in Argentina, Kenya and Indonesia and reached nine cities.
In Argentina, The project was developed in Avellaneda (model city) and in Rosario and La Plata (network cities).
